LFFA Merger Statement Final 2005-06 League Tables

 

Following a meeting of the AFC Constitution Committee and the Merger Steering Group, on 15th May 2006, we have agreed a draft constitution to propose to clubs, for approval at this year’s AGM.

The proposed constitution and structure are attached.

Next season will continue with the present structure of 5 senior divisions and 3 regions.

There is one new club next season, Heathrow Seniors. In addition we are merging with the London Financial Football Association. After the merger there will 105 clubs and about 355 teams.

During our deliberations it was noted that several Clubs are running closed squad systems which is adversely effecting promotion and relegation. We have tried to avoid rewarding the more blatant examples.

A continued area of concern is the disparity in size between the Southern and Western Regions as well as the distances between the extremes of the Southern section. As discussed at the Regional Meetings and in my letter of March 2006 we have decided that for the 2006-07 season we should move the boundary so that some Southern clubs move into the West; they are Chertsey Old Salesians, Fulham Compton Old Boys, Old Meadonians, Old Paulines, Old Tiffinians, Shene Old Grammarians, and Wandsworth Borough. We are aware that some of these Clubs have expressed significant reservations about the move but we do feel that this is necessary for the league as a whole and should be introduced on a trial basis for next season.

We will review these moves at the end of next season and seek feedback from all clubs.

I do remind all clubs that the League tends to lose teams during the close season so the Constitution is subject to adjustment.

As is our customary practice we welcome your comments. Should you wish to comment on the proposal please contact Bob Coates by June 3rd, with a copy to Andy McClinton (andymcclinton@yahoo.com). We can then take your views into consideration in time to make recommendations to the AGM on June 23rd. According to league rules clubs require 14 days notice of any proposed changes. Therefore we will not accept any proposals to change the Constitution at the AGM.

Notes on the Draft Constitution

1. The Draft Constitution is based on 5 Senior Divisions plus 3 Regions – North, South and West. Three regions is considered the maximum viable whilst still allowing the larger clubs to have movement of their sides up and down the regions.
2. No teams from the same Club to appear in the same Division.
3. The Draft does not take into account any team or Club leaving the AFC. Apart from LFFA sides, Heathrow Seniors and 3 new teams we are not aware of any other sides joining the League.
4. Aim to ensure the viability of the Western region by moving some clubs from the South to the West; and at the same time reducing the amount of travel between teams in the South East and South West.
5. The number of teams in each Division will normally be 10 or 11.
6. We have tried to relegate all those existing AFC teams in relegation places and if relevant promoted teams who finished 3rd or 4th.
7. In Senior 1 the number of teams has increased from 10 to 11, following consultation with Clubs and League Match Secretaries. Premier Division, whose clubs tend to progress furthest in cups, remains with 10 teams.
8. Top three teams in Senior 2 to be promoted.
9. Top three teams in Senior 3 South to be promoted.
10. 1st XI’s playing in Senior Divisions are expected to enter AFA Senior Cup Competitions.
11. LFFA sides are allocated in Senior and Southern Divisions in accordance with their final League positions.
12. We have increased the present West region by stretching the present 5 Divisions to 7 Divisions.
13. Both Intermediate South and 1 South have 12 teams. This necessity is caused by the merger and the relegation of 3 Southern teams from Senior 3 South. We will go back to 11 teams for 2007/08.
